Is this figurative language, and if it is what type?

I think that "statement" needs a "Comma" in it...
At least that would help.
But even so... It makes no sense to me.
wouldn't it be raise him up.
Is that supposed to make sense?
This is the whole quote if it would make more sense...
This cannot anger him: 'twould anger him
To raise a spirit in his mistress' circle
Of some strange nature, letting it there stand
