Bullets are always using extreme speed. He probably wouldn't get close to Typhlosion because he's a fire type. Fire is good against steel. Eruption and Flamethrower. Good stuff.

Doesn't matter. My well trained Typhlosion can still kick its ass. Not to mention you'll only do half damage most of the time.

Wait, why are people assuming Lucario replaced Mewtwo? Mewtwo was actually planned along with Roy in the files, and all the characters were planned in 2005. It seems to be more of time restraints Subspace that stopped Mewtwo.
Also Sakurai doesn't do the Pokemon Choices. That goes to the Pokemon Co as stated in an interview. Forgot the link to it, but if someone really wants it, I'll dig it up.
