The name is ridiculous but whatever, hopefully its good, but I'm skeptical. If its like the day stages in Sonic Unleashed then we may have a winner here.
From the very brief, gameplay free trailer, it seems to be a crossover between Elebits and Sonic.

I can easily see them taking the powers too far, but as of now it looks decent.

So, it's Daytime Unleashed with cool little power-ups? And Tails seems to be in a similar position to that of the old Sonic games where he was basically a slower, flying Sonic? Gameplay wise, this could be the best Sonic game yet as long as they don't Werehog it up. At any rate, I'm considerably more excited for it than Sonic 4... and that's not saying a lot.
I wouldn't say powerups. From what we've seen, the game revolves around the aliens.

If you read the article, you'd know that the aliens give Sonic power ups.
Thus the aliens are not powerups themselves, but a gameplay mechanic that allows you to get powerups.
Maybe. I have a feeling its going to be similar to how Cyber Elves work in the Mega Man Zero series though.
I have absolutely no idea what Cyber Elves are, but I was thinking they'd be along the lines of Super Paper Mario's sprite guys; pick one to have out at a time and he gives you a special ability.

As for the game, looks like it could be good. At least we didn't see sonic open his mouth. Really, I'll watch and wait. It's too early to tell for me. And getting trapped in the cycle is bad.

The day stages in Sonic Unleashed were pretty great and the Sonic Rush games were good. Other than that the games have been pretty poopastic.
All pre-Dreamcast 2D games were good, Adventure was good, Adventure 2 was good, Heroes was arguably good, Advance was good, Advance 2 was good, Advance 3 was good, Rush was good, Rush Adventure was good, and half of Unleashed was amazing.
It is a common misconception that Sonic stopped being good and/or he has abandoned his side-scrolling ways. The problem is simply that he had some bad spin-offs (which even Mario knows can be disastrous, aka Parties after 5), he had TWO AND A HALF bad 3D main-series games (out of 6 ever, mind you), and no one pays attention to the handhelds. Sonic was never "dead;" he just got less popular after Shadow the Hedgehog, and those 2D elitist morons were too busy whining about the console games to notice the FIVE "9.0 out of 10"-worthy games that were being released on the handhelds every other year.
I would say that Adventure 1 and 2 are arguably good now as well, even though I like Adventure 2. All of the handheld games you mentioned are 2D. 2D Sonic games are still pretty decent, that's why I'm looking forward to Sonic 4 more than this.
This should have been a Sonic storybook game. =(
