Actually, Culex ain't the last boss. Culex is just a Bonus Boss, so what that would imply is that Mr. Silver here isn't relevant to the plot in any way.

It's called an anticlimax boss, ze. Games like Final Fantasy X or the Gradius games have absurdly easy final bosses.
