I always loved Magneto.  The guy quotes ancient greek theatre.  Fuck Yes.

Vegeta.  "I am the Prince of all Sayans ONCE AGAIN."  The dude was a cocky poop hole.  Yeah, he got Yamcha's sloppy seconds.  But he also made Yamcha look like a ninny.  He was the perfect foil to Goku, the clown. The ogre to the fop, if you will.

After that story arc in YYH I lost interest in the anime/manga until recently. Guy was badass and had a lot of character.

Master Hand is the best in the Super Smash Bros. Series. Crazy Hand is a nice partner, but you can't beat the original. Giga Bowser is meh, and I hate him for becoming Bowser's Final Smash (like we didn't already have enough Final Smashes that have nothing to do with the character's games). Tabuu just came out of nowhere, I didn't really get the point of him even though he was supposed to finally be the story boss... maybe he'll be better used in SSB4. And Ancient Minister was never battled, so I can't call him a "boss."

Well you could still say Ancient Minister as he is a villain and it's the best villain thread, not boss.

Going to go with the Main Marvel Universe and say Green Goblin/Norman Osborn. When he took over SHIELD and became the Iron Patriot poop got real. And fast. The fact he almost took out the Gods is testament to just how intercourse ed he really is.

Anime =/= Games

However, I will agree that Gary was Ash's best rival and that Blue was the best rival/Champion of the Pokemon series. Heck, he's the ONLY rival who becomes champion before you battle him.

Even though this is a spin-off, this guy takes the cake.

He was the true big bad for setting everything off the hook in Explorers of Sky. When you take into account he's got more than ONE trick to make sure he's not going to screw up, you recognize him as a magnificent bastard (plus he technically wants to kill children).[/spoiler]

He's saying that Blue isn't actually evil. However, I'd say that he's a big enough jerk to be considered a villain, even if he isn't really evil.

Speaking of which, the best villain evil-wise of the anime is unquestionably Mewtwo. He's awesome in every conceivable way, he mind controls Joy into being his slave, he has awesome versions of Kanto's starters, and his master plan is XENOCIDE. That's right; rivals want to be the very best, Rockets want money and pokemon, Aqua/Magma want more pokemon environments, Galactic wants utopia, and Plasma wants to be the only people with pokemon, but Mewtwo? Mewtwo wants to slaughter every man, woman and child on the planet.

If you all think that's bad, Celebi gets a lot of abuse lately. I don't want to say who gives him more abuse, but the person who does really goes way too far.

Celebi is getting a bit too annoying to me. Out of all the small "cute" base-100-stats event pokemon, Celebi may be one of my laest favorite.

Seconded on Vegeta. Vegeta > Cell. Hell, Frieza > Cell. Frieza may not have been as powerful, but he did destroy planets, wipe out entire races, and have an army of followers.
