I've made something similar to that before, except I had no instructions or source (I made it up as I went along), I just bought planks of wood from Home Depot and had them nailed together. Added a few notches for the launching mechanism, and attached some stretchy rope thing.
I turned it in as a project in 6th grade and it was the most unique design out of all of them, simply because everybody else used some other type of catapult requiring its string to be cut.

Tape can't withstand stress so the max power with tape is like 1/20 what it was the first time.

Duct Tape? Tabletop catapult doesn't apply that much weight/stress.
