In my opinion, there being four of them and that they're carrying a throne should eliminate them being playable. It could be an assist trophy or item, but I wouldn't expect one of those to do anything like that.
My guess is that it's one of Dedede's moves.

EDIT: Well, it's not really part of Dedede's moves. I'm mainly referring to the Waddle Dees holding the throne.

I think it might be that that happens in Story mode, or ending battle victory thing, or entrance if those are back

The screenshot is in Smashville, and I don't think normal stages appear during story.
Also, I thought that ending battle victory things don't appear on the stage.
Yeah, entrances are back according to the demos at E for All.

well i didn;t see any videos or go to E for All, so i wouldn't know
