That's what Halo 3 got. Yet, Smash Melee got a 9.6. Melee< Halo 3. Brawl>Melee, so Brawl< Halo 3. That's algebra.

And reviews don't work like that. The guy who reviewed MP3, he gave it a worse score then the first, yet he said 3 is MUCH better then the 1st. Reviews don't work like that.
I tend not to look at IGN's overall scores.... Mostly because it confuses the hell out of me. :-[ I like to look at the individual scores.
Not only were they rated in different eras, They were also rated by different people.
to compare there scores is fairly pointless.

Anyway, I'm not surprised by the 9.5. I've played it, and it's a lot of fun, but it's not really any better than Halo 2, at least in my opinion.
