Check Mii Out Channel is up for download on the shop channel!  It is totally free, but seems to be taking a while on the download (I'm downloading it right now)

It took me about 45 seconds to download. Behind the Internet Channel and EVC updates for 3.0c, it's the fastest download I've had.
