Yes.  It's just hard to find a legal use.

Im guesssing yes sens you need the own the game first to copy it. I would rent games and copy them =D

Sure, legal uses for such devices are simply harder to come by.

Brass Knuckles and SAP gloves are legal as well, you just have to use them as paper-weights.
