Actually, I know someone who used to use Paint.net all the time, before he got Photoshop. Compared to his work, and to the work of those who had been using GIMP for months longer, and compared to my Photoshop work (which was, at the time, about a year or so of expierience), pretty good. Most of the sigs I've seen made in GIMP look generally the same. I don't know why, but they just do.

I also like Paint.net because of it's inability to use brushes (at least when I was using it). To be honest, I think using brushes is a pretty bad habit. I started off using brushes, and there are many times when I'm making a sig, and I get really frustrated because I can't think of anything to do besides get more brushes to use. On the other hand, looking back at the guy I knew who started out using Paint.net, his sigs are much better than mine, mainly because he very rarely uses brushes, and when he does, they're not completely over-used. If at all, he'll only use them to add a little effect to a corner, or to the text.

Paint.net also lets you preview radial blurs, which I think is something Adobe should really look into fixing.

GIMPshop was mainly developed for Linux. Most people would just suggest torrenting and getting a serial for Photoshop for Windows and Mac users.

What law would there be? It's not like COPPA is going to harm you.
My teacher made a myspace for all her classes put together and stuff. And some school official guy told her she could get hired if she kept it up. I don't know if she could actually get fired, but it's probably true seeing how the how ninnyy the school board can get in my area.  So I'm thinking its along the lines of that somewhere. :p

It's the ads, most likely. My teacher said he won't assign something else on his forums until the school removes the ads.
