how so?  the person who shows someone how to use something doesn't know what they're going to do with it.  using an emulator to view speed runs (TASes, which in some cases are not available for regular download) is not illegal.  playing games that you have made ROMS out of yourself is not illegal.  Owning a gun is not illegal, using it to hunt is not illegal, killing someone else is.
