What you are looking at is an auction for the 'rare' Pokemon game, "Pokemon Arcoiris".  This game is a ROM hack of the Pokemon game, Pokemon Ruby, meaning that it is a modified version of a game being sold on Ebay, and therefore, it isn't legal.  However, it already has 5 bids, plus, you can see the seller is selling more 'rare' Pokemon games, which are also hacks burnt onto a cartridge.
