Someone once did a very detailed study on that and concluded it's "Toadstool 1981" with parts of it missing in a strange font.

it works.  I think he used Comic Sans MS and erased some parts to come close.

Based on the Ocarina/M64 comparison, it looks like it's just a plaque design that can be pasted into various 64 games for making level design easier. Text was probably intentionally made illegible/gibberish, knowing then they could slap whatever they want on it when the character reads it.

Like how Pokemon G/S borrowed sprites from R/B. I think.
