They have to start making the copies of the games atleast a couple months before the launch date.  So if they are finishing the game by the end of November they can focus more on the Dojo.  Plus Sakurai's greatest surprises are always saved for last.  Well, Sonic was an acception but there will be more surprises like lots of characters added.  What do you think? :|
