There is a reason why Ness and Lucas has PK moves who they doesn't learn.

Ness has PK Fire and PK Thunder right? He didn't learn those moves in his game, but if you see Paula trophy, the text says she maybe taught Ness to do those moves, same goes with Lucas and PK Starstorm who maybe Kumatora taught him as well. :O

And he's dead, so...
And besides, they had to come up with movesets for them, so that was jsut a good excuse to let them have those moves...
