Why you want Pac-Man in this game is beyond me.

Even if they gave him arms and legs, they'd have to do some SERIOUS thinking to make him a fighter like Bowser or Ganondorf.

Even if they put him in the game, he'd be basically a regular fighting game character that can only do the following:

Butt bounce (so regular fighting game characters can't do this, it's still boring)
Punch
Kick
Jump
Move

and he'd be a clone like he'd probably use the "Kirby technique" or sucking people in and spitting them out
he'd only have a stupid fs like making it so for a short period of time, everyone he touches dies (too powerful)

So only 2 interesting moves, that's it.

I don't really care, I just want Megaman in, and Pac-Man would lower his chances.

How would having Pac-Man in lower Mega Man's chances? They're from two different companies first of all, and if a character isn't in the game, it's unlikely that a character from a different franchise affected this; they just weren't going to be in.

Also, Pac-Man Specials and Final Smash:

B - Throws dots
→B - Pac-Dash
↑B - Red Dot Path (He eats the red dot then flys along the path of dots)
↓B - In the air: Butt Bounce; On the ground: Pac-Illusion (Creates a double that dashes forward chomping) or Bag (Puts opponent in bag)

Final Smash: Power Dot (Eats big dot; a blue corral appears in the center of the stage and opponents turn blue; if Pac-Man touches the foe, they are dealt heavy damage and sent to the corral; after approximately 5 sec, they are freed as normal. If Pac-Man catches all of the foes, a cherry appears where he stands, which can be eaten to restore 100%)
