yes but what if your not actually coveting your neighbores wife? what if you masterbate about your neighbores wife but you dont have any intention of ever having sex with her, or what if your not masterbating about a person but a imaginary woman you made up in your mind? I do not believe it is a sin unless you actually plan on secuding that person ( and I do not believe even the act of seducing is a sin for that matter).

"your neighbor's wife" doesn't literally mean that.  it means women that you aren't married to.

I am fully aware that "your neighbor" doesnt always mean the person who's living next to you, it can mean anybody. but my point stand valid, I dont think its lust if your not doing anything.
