I know ROM talk is generally, especially if it's where to get them.  Emulators are not, I'd assume

Emulators are completely legal.

Roms are too, but only if you own the game. That is a United States law, the companies that say backups are illegal are lying.

To answer this age-old question, it's fine to talk about ROMs and emulators in general. It's not OK to ask where to download them or how to create them.
