HELP REQUESTED

So currently both of my computers are down and I don't have the money to replace the PSU on one of them so I thought I'd try and get the other running. I've been searching and no positive results have been produced.
So far I have wiped my HDD in hopes of a fresh start, but during installation of XP I encounter BSOD, IRQL_NOT_LESS_OR_EQUAL.
I've tried resetting BIOS settings, and reseatting hardware. This is also where my other problem comes in. Reseatting the video card has caused the monitor to display nothing. I made sure it was firmly inserted but still nothing.
