Ignore the arrows. Anyways, about the bold. My last issue for my subscription is November, which I just recently got, and is also Nintendo's last issue. So, to renew my subscription, does that paragraph mean I have to wait for a notice, or is it just sayign they iwll tell you when your subscription ends?

I think it's just saying that they will let you know when your subscription is about to expire, but you can still renew whenever you want to.
