They're not always exactly relevant to the page -- when I made the ad I put in some generic keywords for a Nintendo forum, like "nintendo", "nintendo ds", "video games", "pokemon", "zelda", etc. So it just goes through things related to those words if it can't find a wealth of similar keyword in a page.
