No. What if they game is, like, locked? You know how we have gotten a firmware update for blocking the Action Replay? What if the characters are already on the disk, but there are occasional Wii code updates that allow for the game to allow them to be unlocked? It would just have to check for the code and be on its way. Sort of like getting the Pikmin trophy in Melee: it was already in the game, just inaccessible without certain data on the Memory Card.

The roster is decent, but there are too many Starfox reps that use blasters and too many clones in general.
