Can All Staff Hide?

I was just wondering what staff types can hide. I only notice that Vaatix hides, but I never notice anyone else hiding. Is it only Captains/partypants? Or all staff from Navigator and up can?

Pretty sure Navs and up can.

I could have sworn everyone could hide, but only staff could see who was hiding...
