There are folders.
You can't use the character if there aren't any files in those folders. =\
Look it up, but I'm certain there aren't enough files to even use the characters.

That is really cool.  But seeing how I'm not really interested in getting a Wii AR, I don't really think I'd do any hacking.

They put the files in to help build the other characters, however, they only put in select parts, to my knowledge. Pichu, for instance, may only have his electric attacks, so they could help refine Pika's....things like that.
