No, that's Windows XP. I believe Aero is the only theme usable in Vista, while there are some custom XP ones like the one from his screenshot:

That looks like Royale Noir, but with a blue Start button instead of a green one.

Royale Noir's Start button is usually really dark blue, almost black, but it turns blue like it is in the screenshot posted a few posts back upon mouse hover. I'm guessing that his mouse was over the start button when he pressed print screen.

weird, I have Royale Noir on my old laptop and the Start button is green O_o

It's roayale Noir, but I edited the color of the start bar using this thing I found called "Resource Hacker". Pretty nice. I used the tutorial here:

Note that you also have to have some program called Style XP installed, or it'll just switch you back to Classic. (you don't even need to run the program, just install it)
