Are the "New" Buttons fixed?

No.
I still have no idea what people are complaining about. >_>

You click "New" Next to a thread, it takes you to the first post instead of the first unread one.

They work for me on the Nsider4000/5000 skins at least. I haven't checked it on the default skin.

It doesn't work, and never has.
