Are there even laws against driving while high? Or does that just count as "Driving under influence"... I'd imagine it would.

Impaired Driving. Which can also be ticketed to you for not clearing your windshield of snow, having hanging things that are large from your rear view, etc.

This might sound stupid, but is there any way to prove someone's high other than by the way they're acting?

Depends on the drug. Most have some responses that are pretty weird. Best I can think of is eye dialation. Keep in mind most drugs remain in your system for some time (hair/etc) so they're detectable.

I'm far from an expert on this type of thing, though. Far out of my field. Ask me about politics instead.

That depends on the context.

I'll frame it in the current trend as posed by Leader of the Opposition Michael Ignatieff: "am I better off now than I was 5 years ago?"

The general perception is that Canadians aren't. But, despite a recession globally that Canada could not avoid (but did decently at), recent numbers suggest that Canada as a whole is better off (looking at GDP, salary compared to inflation, etc). So if we're talking if I'd vote for him again, based on the election as the Opposition is framing it, I would.

That doesn't mean I don't feel ill represented as a Westerner, though. But, while Harper hasn't restricted the influence of Ottawa on Alberta et al as I had hoped, he also has increased its presence like Layton, May, Duceppe, and Ignatieff certainly would.
