I managed to get the free version, but I say sleazy because it was a sneaky move on their part to downright charge people afterward.
That hardly seemed fair to those that could not download it during the time it was free.
It started off free, so therefore it should have stayed free.
But Nintendo did make up for it with the free NES downloads.

No, because you can easily spend the other points on other things. The browser itself still only cost 500 points back when they were charging for it. (and like I said, it was only $5 which ain't a lot at all especially to anybody who really wanted/had to have it)  Also, anybody who bought 2000 points just for the browser is not right in the head at all. The browser is ok and everything thing but it wasn't even all that worth it for free.

Plus you can actually buy just 1000 points for $10 if you use a credit card on the Wii itself.
