I hardly ever see anyone using EarthBound 2.
Just Mother, Mother 2, Mother 3 and Earthbound.
But I can see why.

If they really put it up in the VC, then that would mean the controversy with that artist's art is over. Which of course is still being a controversy.

They technically did localize Mother.  They just never officially released it.  Mother games have the terrible luck of coming out near the end of a console's lifespan.

I have Earthbound for my SNES. It does exist. It's not a myth. I have been to the Promised Land.

It's less of the art and more taking music from The Beatles, Monty Python, The Who, and several Japanese musicians.

Well, this about sums up all the problems EarthBound has for a re-release. From TVtropes:

Musical Pastiche and Sampling: Would you believe that it's used so frequently that the resulting legal muck means this game is not going to see an international re-release? This video shows the nearly insane amount of sampling that's gone into the soundtrack - more notably, the almost surely lawsuit-inducing Beatles Jimmy Hart Versions (the Saturn Valley music is supposedly inspired by "Wild Honey Pie", the "waking up in a hotel theme" starts with a short quote from "Good Morning, Good Morning", and the shop theme resembles "When I'm Sixty-Four") and samples (the Dungeon Man theme samples the beats from "Sgt. Pepper's Lonely Hearts Club Band (Reprise)", entering Giygas' lair gives a short sample from the opening Marseillaise bit of "All You Need Is Love"), the "Sky Runner" theme uncomfortably resembling the opening synth from The Who's "Won't Get Fooled Again", one of the battle themes being an outright rip from The Champs' 1956 hit "Tequila", the naming screen theme using a short sample from the Monty Python's Flying Circus theme, "Moonside Swing" sampling from Ric Ocasek's song "Keep On Laughing", the Jackie's Cafe song sampling the Our Gang theme and interpolating "The Star-Spangled Banner", the Runaway Five's final performance resembling The Doors' "The Changeling", "Belch's Factory" Jimmy Harting "Welcome to the Machine" by Pink Floyd, and, of course, Frank's battle theme (which is also used when you fight the New Age Retro Hippie) being a MIDI'ized version of "Johnny B. Goode" by Chuck Berry. It's amazing how being a small unheard-of RPG that's a commercial disaster in the USA allows this sort of Getting Unlicensed Sampling Past The Radar.

Ironically, it's been said that it isn't music that's problem for re-release in the United States...it's the fact that one of the monsters is based on a real-life painting that's currently surrounded in legal red-tape.

I don't get what the big deal is; Ocarina of Time got in trouble for having blood and various Islam references, so they just got rid of them and released the newer edited version which most people are now familiar with. Why can they not do this for EarthBound?

I think it's because its head honcho acts cool and says no changes are needed. I heard its creator is very weird in some ways.
