We're only getting final smashes.  Maybe Sakurai wants to get them all done and then add a new character.  These are the final smashes we have left

Super Sonic has been around for 16 years as of this June. There is no copyright on a super-powered, flying, and golden-haired form of a character, and it's not unique just to Sonic and the Dragon Ball series.
