You know anyways to make my computer faster?

I did research it says reinstalling windows is a last resort and an all day affair(plus I lose all of my programs)

Also how to I reformat my hardrive and add RAM? Also I have a budget of 0 dollars and 0 cents :|

Wrong. That isn't even close to what defragging is. Defragging reorganizes your files so they can be found faster. Imagine you have a desk full of papers all over. Defragging would be sorting and cleaning so that you can find them faster. There's no compression involved.

But yes, use CCleaner and clear all the poop out of your registry and cache. Also, you should get rid of all visual effects other than the Luna-themed bars and windows, and use Firefox with Fasterfox installed.

Backup all your stuff to another hard drive and reformat/reinstall. It's the best way to speed everything up.

Actually, reinstalling Windows only takes like an hour or two, but you do lose all your files and programs in the process.

If you actually want to...
1. Insert a CD that you should already have of Windows
2. Restart computer
3. You'll see a screen saying "Press a key to boot from CD. . . .", press a key ASAP
4. You'll see some options, select one similar to "Create new installation of Windows"
5. You'll see a partition manager. Tell it to delete anything that is already there then format the empty space into NTFS and select to use that partition
6. Do some stuff, mainly choosing options like language
7. Wait... a long time
8. ???
9. Profit!

Oh yeah, and adding RAM costs money.

An hour? More like 40 minutes. And you may need to set your BIOS to boot from the disc drive.

If you can't upgrade RAM, here are some tips

Start>Run>CleanMGR
That will compress old files, delete temp files no longer needed, and stuff like that.

Put XP in classic mode.  It might be ugly, but it won't be as resource intensive.

Better yet, install linux.   It runs much faster, and should take up less space.

Use other browsers, IM programs, Media players, etc.   
If you're using AIM, MSN, Yahoo, or more than one messenger then get trillian or pidgin.    Trillian alone takes up less memory than AIM, and supports more clients.
