The question is "To what extent did the measures of the New Deal reflect a coherent economic philosophy", but I can't answer that if I don't know what the heck coherent economic philosophy is.

I'm pretty sure that "coherent economic philosophy" refers to an economic plan or at least ideal of sorts that has a logical pattern.
