Megaman: Sadly, the creator said Sakurai never asked for models, which are needed.

And if you know Keiji Inafune, he isn't the one to wait for Sakurai to ask.  He's looking to get Megaman more popularized, and if I know him, he'd be begging Sakurai like Hideo Kojima was begging for Snake to be in.  His wording was probably meant to deceive us in order to keep Mega Man's appearance in Brawl a secret. 

Notice how when Naoto Ohshima was asked if Sonic would be in Brawl, he replied "no comment."  It was pretty obvious from that statement that Sonic was going to be in Brawl.  It's likely that Inafune had the smarts to keep try and make people think that Mega Man was out in order to preserve the surprise they would feel when Mega Man did in fact make it into Brawl.
