Tingle?  Are you guys serious?  He's the biggest jerk in WW.  He calls you Mr. Fairy which is offensive.  He makes you pay him just to read charts and he wears tights.  I think Midna deserves to be in more than anyone else.  Like Zelda she can transform from her Imp form to her normal state.  As for the final smash.  Yes, the spider!!!!!!  Mwwhhhaaaa!!!  Plus Zant could go in for being an antogonist in TP.  The roster does need more villians.  That's why we have guys like Bowser Jr., Ridley, Wolf, Zant, and some more other people that I can't think of.  Anyway, I'm guessing that we're either getting a newcomer from Starfox or the AC character we heard about.

Anyway, Midna doesnt really deserve it more than Tingle. No one does. Tingle has had one, soon to be two, games, is very popular in Japan, and has been in more Zelda games than any other main Zelda character not in Brawl already (assuming Gannondorf is in).
