I wonder why he's upset anyway. He's one of the few confirmed "good" Pokemon, so making him a villian is odd...

Rayquaza resides in the ozone layer, descending to Earth in times of strife. Likely, he is being controlled somehow by the Subspace Army. Also, I highly doubt that Fox defeated Rayquaza. That probably just led to a boss fight. Also, that could have given a clue as to how to win. Just taunt him with some attacks and wait for his blast, then reflect and repeat. Of course, it would get harder after the first few hits.

well you know hes not exactly a nintendo allstar and i thing hed make a much better boss than a playable. thats just my opinion but we will just have to wait and find out.
