Lately it's been Ninja Gadien 2.  Before that it was Legend of Zelda: A Link To The Past.  Mario Kart 64 and Bomberman '93 get quite a bit of time as well.

If you mean outside of actual VC titles, it would have to be the Shop channel then.  That's how I get my VC titles...
