But if he's not a character, wouldn't you like the option of playing as him in some form? IMO, alternate costumes make for much better prizes than stickers.

Yeah, but since Ness is a different person than Lucas why not make him a character?  You're saying that could happen to others so maybe I could play as Wolf thanks to Fox's alternate costume.
