Falco is high tier and thus more people use him (whether they be Smash Bros. vets or newbies/noobs it matters not in Sakurai's eyes). Why would he cut a character used by many? Pichu, Roy, and Dr. Mario did have a lot using them but not on the scale that Falco had.
