He's an orangatan and a distant cousins of the kongs. He is in DK64 and he's awesome in that he has an original style and also just appeared in the new DK racing game for the wii.

Team Rocket...don't see it. Maybe one of pokemon trainer's alt costumes. Tails I see more of as an A.T.

Tails deserves it more than 90% of the other characters

Alright I see where you're coming from, but now look at it this way. Tails is the sidekick of Sonic, who never had his own game. In fact he was only playable by himself in Sonic 3. While on the other hand Luigi is player number two. He has roamed on his own in several games, and he's even starred in one. Tails can't say that about himself. i just think that he has a great shot
other chracters never starred in their own games and several never even had important roles in any game
mewtwo, pichu, jigglypuff, falco, etc
