Over 2 years development time, plus an extra two month delay. There had BETTER be over 40 that's all I can say. With all that time that's more than reasonable. hell, they can fit over 100 in a DBZ game X_X;;

There's some versions that have different characters, one may said that Ancient minister is playable, and ness is not.
