Not necessarily. It has a limited range. It makes a big orb around Luigi, so it probably wouldn't be that great on New Pork City or Hyrule Temple. It seems easy enough to escape. The damage is only around 3% a second, though I suppose that will eventually add up. Luigi can move freely, however.

On another note, Toon Link has the "Toon Triforce Slash."

as some of you know i posted a thread on how to unlock certain charecters in brawl.it was locked and i was told to put it here. so here it it
Complete Classic Mode using Ike= Marth
  Complete Classic Mode with any character other than Ike or Complete Event Match 20= Jigglypuff
  Beat Classic in 20 minutes or less then defeat him in the following match= Captain Falcon
  Complete the Subspace Emissary= Sonic
  Complete Classic Mode on Easy= Luigi
  Play 10 matches on Shadow Moses Island. =Snake
  Defeat in SSE with Meta Knight or Complete 5 Target Tests with any character= Lucario
  Play five matches OR Reflect ten projecticles OR meet Ness in SSE.= Ness
  Beat 100-man brawl or play 300 v.s. matches= Falco
  Finish the classic mode as Ganondorf =Toon Link
  Beat classic mode with every character =Mr. Game & Watch
