Need help unlocking a character *SPOILERS*

I'm Unlocking [spoiler]Toon Link[/spoiler], but it won't work! They say that you have to beat Classic Mode with Link to get him, but I'm getting everyone BUT him! In fact, I'm only missing 4 playable characters. How do you unlock him!?

Have you tried beating it on all difficulties?

I think it needs to be on Hard.

Maybe you have to use Zelda instead of Link?

I unlocked him through SSE though.
