Kamek. He, or at least a Magikoopa, was going to be playable in Mario Kart 64, but he was replaced by DK.

I really don't know who's already in, but I'd love to see besides the obvious, Diddy Kong, Bowser Jr., Birdo, Rosalina, Dry Bones, and Hammer Bros.

I heard that a character from super mario galaxy is going to be in, Im guessing Rosalina, but if they add another one.......I'd say Rawk Hawk, I know its not gonna happen though :P

The residents of Del-Fino Isle. I forgot their names....they would be a good choice.

Also, Petey Piranha would be a good choice as well. Heck, Petey is always a good choice....as are Kremlings, which would also make a good addition. :P

Those are the only three I can think of who would be good.

and Noki's, they should at least be in the back ground in a few levels, the Mushroom Kingdom needs more people other then the Toads
