It was a banner contest, the winners were put into a rotating image script i believe. Not that it works on the SMF default skin.

As a side note, I personally like the Toad banner.

However it's not an improvement either. It'd be nice if this place had a proper theme, instead of a ragtag collection of relatively poop looking ones.
