Fan Art was pretty much dead even before Nsider went.  That and the few regulars the board had aren't here as far as I can tell.

1. Already be known from Oldsider (Blaziken, Riosan, etc.)
2. The Spam way (Be an idiot)
3. The Kilroy way (Be a spammer then make everyone laugh their asses off when you get banned for something you did to yourself)
4. The way that you would have to make yourself now (Don't be an idiot, be active, etc.)
