Admins who have FTP access to the server can, mods cannot.
As far as I know, only Vaatix has server access. Generally, the chances your PMs will be read are VERY slim, unless you show a very convincing reason to have them read.
Well, if you want to get technical, any admin can, in some way, find a way to read your PMs, as they have the ability to change your password then use it to log into your account. Of course don't expect that to happen.
