No, that is not a real gun. It's a Sega Light Phazer, the light gun that came with the Sega Master System. Seeing how it was so popular in Brazil, the Master System had a long lifespan there.

Oh, and the man was arrested and no one was hurt. I seriously think he expected to be able to hurt someone with it, look at those pictures of him. :D
