Zoroak is only the first announced Pokemon, and likely doesn't have much to do with the plot itself.
Pikachu is a mascot.
Jigglypuff was huge in popularity and stays for classic reasons.
Mewtwo was the top Pokemon when SSB came out, the highest legendary, and main focus of the movies, took the boot for lack of relevancy.
Pichu was also huge in popularity, and a mini-mascot of sorts, took the boot for lack of relevancy.
Pokemon Trainer was something long overdue.
Lucario is hugely popular as well, but also considered* to be a legendary by most, and was a movies focus.

If any other Pokemon get in, it'll be Cutesy Pokemon with a huge fan base, or the focus of a movie/bipedal legendary.

Still, the title is about him. BUT: Manaphy, Celebi, Unown, Deoxys, Mew, Arceus, and Darkrai all have been main focuses.

Zoroark doesn't feel like he'll have enough relevancy.

And the reason I think he will be in the next one is because he was made like Lucario, cool looking and a main focus of a movie, he is also currently part of the newest generation, which is why I noted if gen 6 didn't exist by the time SSB4 comes around, and yes those were the main focuses of movies, but none of them seemed worthy of fighting in SSB IMO (except Deoxys, but Lucario was more popular), and Zoruark looks like he could fit in quite nicely.
