They say that they'll get in trouble.  I'm using PeerGuardian2, so hopefully the chances of getting caught are lowered.  They also used a tracker that they paid to use to torrent four years back.  I'm only downloading anime, manga, and Touhou stuff.  Will they really come after me for that?

No, as long as it isn't licensed stuff they don't really care about anime/manga. Even then some licensed stuff they don't care about.
Obviously do go downloading DBZ or something, they will try to stop those (Although there's nothing they can really do. The best they can do is try).
